How to edit WMF files?

I currently working on a Christmas flyer and need to edit a WMF file. I
just can't find anything on the MS site that talks about it. Do I need a
full blown program such as Illustrator, or is there something easier that
will allow me to do a little more editing than a simple crop?

I can't even find a NG for WMF files.

paint shop pro will open wmf's; it goes for about $100 (last i checked)
you could also look at photoshop elements; not sure if it will open wmf's

This is for Publisher but basically the drawing tools are the same.
