how to import outlook contacts to publisher data file

I have created a "group" in outlook 2007. I have created an email for
distribution in Publisher 2007. When I try to merge it cannot find the group
and defaults to all contacts. I have tried to export my group to windows csv.
but excel 2007 doesn't read the csv.
