How to make flyers for insurance/real estate office?

How can I make promotional flyers for an Insurance & Real Estate office.
I'll be putting these flyers on parked cars in malls, handing them out
personally by hand, etc.? What program(s) could I use and can you give me any
tips?
I have Microsoft Office Professional Edition 2003...

Publisher works well. But contact your local Better Business Bureau for
tips about the acceptable distribution methods in your local.
