how to not download spam

Hi, we have norton attached to our microsoft outlook which detects spam and
sends it to our spam folder, but it takes a lot of KB of our usage. Is there
a way of setting up a rule so spam is detected before it is downloaded from
our server and if so would this make any difference to the usage.

No, Outlook does not have that ability since the rules act on mail in the
in-box, not on the server.
