After furious head scratching, boydare asked:

More specifically:
For 2003, on the setup screen that lists all of the Office applications,
check the 'Choose advanced customization of applications' checkbox.
Click Next
Expand the Office Tools branch in the options list
Click Microsoft Query and select 'Run from my computer'
Click Update
