how to open encrypted ziped files

after downloading win rar a zipped file has been encrypted and asks for file
conversion ive tried all the ones and widows dfault but still cant read it
can someone please help forever grateful system windows vista office

You need to contact the person that encrypted it for the "password".
This has nothing to do with MS Office, MS Vista, or anything else from
Microsoft. It has everything to do with the person who encrypted the
file not wanting anyone and everyone looking at the contents.
