How to prevent save as.. in protected file

One problem that has always bugged me is that files that protected with
password to read only (no modifcation) can be saved as another file name to
make changes. Where is the security then? Also this happened to files that I
secure using Restricted Permission. If there is actually a way to prevent
others to save as.... for these kind of secure files in Office (not only
Word) please let me know.

No. Document security is entirely illusory. Even if the password/save as
issue were bullet-proof, you can't stop someone printing and scanning, or
just retyping the damned thing from scratch.
