How to print a sheet of name badges

I'm having trouble figuring out how to print name badges for a group of
people with Publisher 2003 for Windows. I want to drop in the same graphic on
each badge, but type in individual names. I only need to do 12 or so, so I
don't want to have to make up a mail merge file in Excel, etc. I'm using
Avery 5395 which has 8 2 1/4 x 3 1/2 badges per sheet.

Can this be done in Publisher?

Setup your page manually with guides.
Arrange Menu
Left and right - .69
Top and bottom - .56

Grid guides tab
2 columns, spacing .38
2 rows, spacing .19

Actually the labels are 3.37 x 2.33.
