How to retain attachment when replying

I use both Outlook2003 and Outlook Express. Here is my question:
When I receive an email with an attachment, hitting Reply button removes the
attachment automatically from the reply email. Sometime I would like to
keep the attachment in the reply email to discuss about the content of the
attachment. How can I keep the attachment for both Outlook2003 and Outlook
Express?
