how to retain linked picture size in rtf

Trying to save a pivture in the header section. Adjusting the size to fill to
the margins. After the document is saved as an rtf document and reopened the
picture is back to the original size. Does anyone know if it is possible to
save the size change of the picture in an rtf file without inbedding the
picture?
