How to save file in public folder

Hi:

My problem: EX2000 and OL2000

A,B,C can access public folder on OL2000 as "editor"
While A modifies file, it seems the files is saved in some
temp folder on A's PC so that B and C can not see the change.

Is there any way to stop using local tmp file and update the
file on the server immediately!
