Hi Brian,
I followed your instructions, but when I click on create, the program tells
me it cannot invoke the email program. I've tried several times changing the
default mailer setting to Outlook Express and to Outlook.
Any suggestions?

You can send the picture as an attachment, you don't need the Picture Manager as
an intermediary. Open your email program, click the paper clip, browse to the
picture.

I know I can do that. I just want to make Picture Manager work like it is
supposed to.

Do you get the same result from file, send to mail recipient? Have you tried
detect and repair? Have you installed the service pack? Do you have your Outlook
configured to accept images, i e HTML?

Hi Mary,

I am so glad for your suggestions.
1) I tried detect and repair and my Outlook was reset and I had to use the
System Restore to recover my Outlook files. Aghhh!
2) I do get the same results with the "send to" mail command in Picture
Manager.
3) I do have my Outlook and Outlook Express to accept images.
4) I have installed all the updates and service packs available through the
Microsoft Windows and Office Update web sites.
5) The actual error message says: "The message could not be created. If
Outlook is running, make sure it has no open dialog boxes, and then try
again."

Of course, I don't have Outlook running when that error message shows.

I cannot find any solution for you. I do know the Picture Manager only works in
Outlook. What do you have as your default mail in the Internet Explorer options,
Programs tab?
Maybe someone in an Outlook group will be more helpful.

Hi Mary:

I ran through all the series of suggestions you made once more, but this
time I did the Detect and Repair from Picture Manager and not from Outlook.
This time it did work! Now I can see and send the pictures after Picture
Manager invokes Outlook.
