How to setup Resource selection correctly

I have mutiple organizations in my RBS and everyone is assigend to their
hierarchy in the RBS but everyone is in the Project Manager Group.
When building a team I want the people to see everyone across all
organizations but when viewing projects I want them to see only the projects
they own, or people created by people below them in the RBS or projects
that the people who work for them are in.

The default settings for Categories and Groups in Project Server would do
pretty much what you wish to do. For example, the default settings in the
Project Managers group will cause the Build Team from Enterprise dialog to
show all resources in the Enterprise Resource Pool. Therefore, if you have
changed the default settings, particularly in the Project Managers group
and/or My Projects category, then I would recommend you set them back to
their defaults to get the functionality you seek. In addition to this, you
will also need to modify the My Projects category by selecting the "Allow
users in this category to view all projects managed by resources that they
manage" option in the Projects section. This will allow PM's to see
projects managed by resources below them in the RBS. Hope this helps.

Your book says the My Organization allows access to all projects, therefore
i thought it would have to be removed from the project manager section, is
this not correct?

The My Organization category MAY give access to all projects in the system,
depending on how the Category is configured within a Group. This
configuration is found on the Modify Group page in the Permissions grid
found in the Categories section. Since you have our book, I would recommend
that you add the My Organization category back into the Project Managers
group, and then set the permissions for how that Category interacts with the
Group (the settings are in our book). Hope this helps.

I'm sorry but I'm really confused. I looked at the permission and don't see
which one says 'don't see all projects' they say 'see project in project
central' I think i would need this or you wouldn't see any projects. maybe
I'm putting to much into this. Please help.

The permissions are controlled in the Projects section of the My Projects
category. Did you look at the My Projects category? It sounds like you are
only looking at the Project Managers group. Think of the interaction
between Groups and Categories this way:

1. Categories control what you can SEE (projects, resources, views).
2. Groups control what you can DO.
3. The overlap between Groups and Categories (the Permissions grid)
controls what you can DO with what you can SEE.
