how to translate English to Chinese without internet?

I have tried to translate English into Tradtional chinese (or if English to
English is available!) but can not see to be ableto install these dictionary
file (or they do not exist on my installation CD) and I dont want to
translate only when I am on line.

I don't think you quite understand what I mean... I am not EXPECTING a
accurate translation but when I was on Office 2003 Chinese version, I could
translate between English and Chinese without logging onto the net. The
english version office 2003 doesnt seem to have the dictionary build in...
(only French, Spanish etc)

Now how can I set it up to use the translation (proof tools)? So hope its
not so difficult for you to understand?

Word doesn't do translations. Whether the Chinese proofing tools will give
you some of what you want, I hesitate to guess, but investigate at
http://www.microsoft.com/office/editions/prodinfo/language/proofingtools.mspx

that explained different region of office 2003 have different proofing tools.
