How to turn off gradient fills in menu bars in Office 2003?

My firm just deployed Office 2003. The gradient fills in the menu bars and
file menu area are really distracting and annoying. Please tell me if I can
turn them off. I've already tried to change the appearance of programs on the
desktop. Windows and Internet Explorer actually appear to respond to this,
but Office 2003 does not.

Go into Display Properties, appearance, advanced, Item: Active Title
bar, and make "Color 1" and "Color 2" the same.

I've already done that, but it doesn't seem to affect the appearance of the
*menu* bars (where the gradient is vertical rather than horizontal) or the
'File ... Help' menu area. As I reported in my original post, other
applications (IE, Windows Explorer) respect the system color choices I set in
the Display Properties dialog.

This seems to be an "Office 2003"-only issue.
