How to turn off hyperlink restiction to Explorer in Outlook?

When trying to open hyperlink to Explorer in my Emails, I only got a box
saying that due to restictions on my computer I cannot open hyperlinks and
have to contact system responsibility (who is me). Need to learn how to turn
off this restiction and be able to open the hyperlinks to Explorer in Outlook.
