How to type over lines without impacting full document

I'm trying to keep a form in tact, but allow typing over a line that doesn't
impact the line or remainder of the document. I'm sure it's possible but do
you know how?

The Overtype feature would work except when you try to delete any errors,
that impacts the rest of the document.
