HTML form for Outlook 2000

I have an html based email drafted in Outlook 2000 and I
also have a jpg in that email that I would like to
hyperlink. I try to do this by highlighting the image and
selecting INSERT--HYPERLINK, but as soon as I send it the
link does not work.

Does anyone know how to turn this jpg into a valid
hyperlink.
