HTTP Error When Using link to Internet

I am using Outlook 2000. When I try to use an Internet
link imbedded in an email message in Outlook, I get a
message that Program.exe cannot be found and that a "URL:
Hypertest Transfer Protocol" error has occured.

Is there a file missing from my Outlook 2000 folder? I
loaded Office 2000 which included Outlook 2000 directly
from a CD. Any ideas?
