I am designing a web page for a client that has h-links
to another company's web page. How can I incorporate the
other company's web page within my client's web site as
opposed to going to the other entirely? Does framing come
into play and what is the process?

You can use frames to do this, but it's important to make sure that this is
okay with the other site owners. You'll find that most of the time, this is
frowned upon because it can confuse visitors/customers by giving the
appearance that the page is part of the site doing the framing. There can
be issues of copyright, etc. that are bigger headaches than it's worth.

I'd suggest that, if it's appropriate to do so, and you can get permission
from the other company, investigate incorporating their content into your
site directly. Yes, you'll probably need to keep track of updates, but the
lack of confusion, legal nastiness, and making happier visitors should be
well worth it. This doesn't even take into account all the headaches that
frames introduce such as difficulty bookmarking, etc.

If you're still interested in looking at frames, FrontPage has some built-in
tools that you can use. Just create a new page and check out the templates.
Look for the Frames Pages, pick one, and play around with it.
