Hyperlink Base - subject of my confusion

My client runs Windows NT, and Office 97.

I want to create links between documents that reside on their network. The
documents are on the same server, and contained within a common set of
folders. For sake of example, I'll refer to the server "Texas01" and the
common folders reside in "Support". (thus, if you were mapping this drive,
you'd type "\\Texas01\Support".

"Support" contains sub-folders that relate to business functional areas
(e.g. Finance, Project Admin, Maintenance, Assets, etc.) as well as one
called General, a catch-all for documents that relate to everyone.

In an effort to be consistent, a common structure has been put in place, so
that each of these sub-folders contains the same structure. Of interest
here, each sub-folder contains a folder called "#Procedures".

As I have reviewed documents in each functional area #Procedures folder, I
am trying to connect them together better. Thus, if Doc A in the Finance
area refers to a procedure catalogued in Doc B, I simply "Insert Hyperlink"
and create the connection.

I have been using the hyperlink base in this exercise, so that, to continue
with the above example, Doc A's file properties would contain the hyperlink
base: \\Texas01\Support\Finance\#Procedures\Doc A.doc. When inserting the
hyperlink, I use relative paths.

So far, so good. Today, I tried to insert a hyperlink from an Excel
spreadsheet to a Word Doc in another functional area. Specifically, I
specified \\Texas01\Support\General\#Procedures\Doc C.doc as the hyperlink,
with the base in the Excel spreadsheet reading:
\\Texas01\Support\Finance\#Procedures\Doc B.xls

The link hangs up, opening up the Windows Explorer window, at the General
folder level.

I tried to play around with the base itself, by taking it up a few levels,
(e.g. removing the Functional area, sub-folder and document name), but this
had the effect of messing up the previously successful links to docs within
the same folder.

Any ideas?

(This client will probably upgrade to XP within the next 18 months, and it
is possible that all of these documents will be migrated to a different
format that facilitates easier connectivity between documentation. Thus,
any fix that is too time-intensive will not be worthwhile.)
