Hyperlink in Publisher 2000

Trying to create hyperlinks in a newsletter in Publisher. and have been
having problems getting it to work. In the help section it states to go to
"insert, hyperlink" but that doesn't exist. Other areas that might be of
some help in the insert are are grayed out. I have selected the text I
wanted to link but it doesn't seem to make any difference.
