hyperlink target new window

one person who uses my website just upgraded to WIndows
XP, and can no longer access any hperlinked page for
which I had specified target = new window. Does anyone
know what setting needs to be made (and was apparently
overwritten by the upgrade)?

Ask them if they are running any pop-up blocker software (used to stop Ads).
That's what's causing it.
