hyperlinks shown as activated in web page

In Publisher 2000 I have inserted text boxes which are
hyperlinked to other pages. When I preview the web site
the hyperlink text appears as it correctli, i.e blue
before use followed by grey after use. However, when I
save the file as a web page then double click on the index
page to check everthing works, the hyperlink text appears
grey as if it has already been used. The hyperlinks work
correctly with the exception of the color change. Any
help to resolve this issue would be appreciated.

Thanks David, I appreciate your help.
At this stage I have not posted it to the web. I wanted
to get it working correctly before doing so.
With your permission I could email you a copy of 2 html
pages showing the problem. They would be very small and
just show an example of what is happening.
Is it usual that when a web site is previewed in Publisher
2000 it works correctly, yet when saved as a web site and
the index page is double clicked on through explorer
hyperlinks are shown as active?
I have tried this with just with two simple pages each
containing a hyperlink to each other so you can switch
between the two and I get a similar result. The only
other thing I have done is customised the hyperlink
colours through format and selected no to changing the
colors to the closest match to the color scheme.
David, once I have your permission I will email you the 2
pages. Once again thanks for any help you may be able to
provide.
