I cant copy and paste from the internet into word or publisher

I have Office xp 2003. I am trying to copy and paste picture from the
internet into word 2002 or publisher 2002. but i can not do it.

R-click the picture, Save target link as, (remember where you save it)
Open office application, Insert, Picture, from file (get picture you saved)
