i cant send and receive hotmail messages

please help me outi wpould like to add my hot mail accoun to my outlook but
i cant i only receive this message

Pay for a subscription to Hotmail like the message clearly states. Access to Hotmail in Outlook or Outlook Express requres a paid account.
