Nothing is similar to Netscape's <layer> tags! 8)

In that sense, then, anything that is positioned would be a FP layer.

Yeah, it's quite ambiguous. My feeling when working with the Layer
feature-set is that the dev was trying to make it feel like Photoshop or
some other image-editing tool.
