I want to change/add features to MS Word 2003

Where do I start? I have no programming or computer experience, except USING
some Windows features. But I really would like to add features to MS Word
2003 applications so that future work would be easier. Is this possible or
legal? Where do I begin?

scalpel and start practising. On yourself to start with...

Yes, it's possible and legal and lots of people do it. In some (rare) cases,
with good results. You write the features using a programming language: VBA,
VB, VB.Net, and C++ are the common choices. Start with VBA. Play with that
until you understand the Word object model. Once you've done that you'll
have answered the rest of question for yourself.
