I am looking for a printer recommendation so that I may print double sided
brochures that bleed off the page.
1) Ink Jet or laser?
2) Brand recommendations?
3) Printer paper recommendations?

Can you tell I am new to this?

If you need to print colour brochures, then an inkjet will be cheaper;
however, an inkjet will smear if the paper gets wet.

Inkjets are also easier to come by with full-bleed capabilities.

If you are looking to do test printing, I would suggest one of the HP or
possibly Canon inkjets that support full bleed.
If you are looking to do final production, then I would suggest outsourcing
to a specialist commercial printer for this.
