Odd white border around full bleed Publisher 2003 files

About 2 weeks ago, I could print full bleed pictures. I don't know what
changed, but now I cannot.

I have an 8.5 x 11 sized publisher file that I'd like to print full bleeds.
My HP Deskjet 6940 WILL allow full bleed printing (I can print jpeg files and
other files full bleed just fine). When I try to print my publisher file full
bleed, I start at Page Setup, then under Printer and Paper I choose
Properties. Then I choose Printing Shortcuts and select Photo Printing -
Borderless. It defaults as 4x6 landscape. I change it to 8.5x11 portrait and
click OK. Then I click OK in the initial Page Setup Window. Then I check it
in the Print Preview and it shows a weird border of maybe 1/8" on top and
sides and about 1/2" of white across the bottom. I go back and check the Page
Setup again and it's back to 4x6 landscape. AARGH! It's like it won't save
my change to 8.5x11 portrait. The worst part is I was ABLE TO PRINT JUST
FINE 2 weeks ago with no wonky border. Any ideas would be appreciated. PS,
no, I haven't loaded any updates or changed my publisher file that I know of.
