I want to send an email through Publisher

I tried to use File >> Send E-mail >> Send This Page As Message

but I get this error message:

Publisher cannot mail your publication because part of the mail system is
missing. Reinstall your mail program and try again.

I ran Office Updates (but there weren't any), I reinstalled Outlook and ran
updates again, and I am now out of ideas.
