Images not color matching when printing

I've tried them all. The background color in the
Photoshop image is IDENTICAL to the background color on
the Publisher page. Yet the "block" of the image always
prints a different shade. I'm wondering if trapping has
anything to do with it....but I'm definitely grasping at
straws!
