Immediate Send doesn't

I'm unable to persuade Outlook 2003 to send messages immediately. I've
checked the immediate send box under email options. I've unchecked it, closed
Outlook, opened Outlook and rechecked it. Nothing happens. Messages are sent
only when a regularly scheduled send/receive cycle arrives.

How can I get immediate send activated?
