Import and Export are not available in Address Book

I am trying to import a csv file into my present Outlook
address book and both import and export are unavailable.
I cannot find anything in the help screens regarding this,
in fact, they should be available.

Any answers?

All importing/exporting can be done by using File-> Import and Export in the
main Outlook window
