import global contact

I am trying to importing global address into a new subfolder under contacts
in Outlook 2003. I divide into two CSV files (22764 entries total). When I
import the second one (no matter the order a--> b or b -->a), the Outlook
crushes and has to restart. I tried to import it in local as well, yet the
problem is the same. Any advice?
