Import pst-file to Outlook2003 is not available!

Hi,

in Outlook2003 there is no file import in the file menu. In the help its says if it's no menu for it check that the language in the Regional settings in control panel is the same as in Outlook. I've changed it from Swedish to US English but I still can't see any file import.
