Imported messages now as txt format

I had a user using POP3 to our exchange server, I
upgraded them to exchange services and imported their .pst
file back into outlook. All the messages are now showing
as text format instead of their original HTML format.
However her outlook is set to HTML and all current
messages are using HTML but all messages that were
imported are showing as text format. Does anybody have
any ideas on this? Thanks very much, I appreciate any
help.
