In drawing mode how to place phrase above line or box. Text rotat.

In DRAWING (MS Word 2003) mode how can I place phrase (not Text Box !) above
line or above other object. In this mode can I rotate this phrase later when
I am roatting the line?

I had valuable help yesterday. As a beginer I do not know How can I rate
help(Did not find out what to click...)

Very much appreciate for any help

Text can only be rotated freely if it's created using Word Art

Rotation by 90 and 270 degrees is supported by text boxes and table cells.

Text can only be freely positioned on the page if it's in a text box, frame or
a table. So perhaps asking how you can "place a phrase" is not the right
question... Maybe if you explain in more detail the end result you're trying to
accomplish?

I'm also not clear what you mean by "Drawing mode". Do you mean a Drawing
Canvas?
