In MS Publisher how do I make inches the default unit of measure?

Is there any way in Publisher 2007 to have the standard templates show sizes
in inches not centimetres? I am in the UK so do not really want to change the
global language options via the control panel as I have seen recommended.
For some reason the Tools Options are not available until one is in a
specific publication, so does not set global defaults as far as I can tell.
