inbox is empty but shows there are still unread e mails

Hi we have a generic e mail accout that are used by our secretaries.. under
the inbox each secretary had a folder to move e mails in which they are
dealing with.

all filters have been cleared and reset and the inbox folder is empty but it
is showing 6 unread e mails.. if i send and e mail to this account the count
rises to 7 and back to 6 after it is read.

is this a common fault or a known issue? is there a fix
