inches/centimeters

I have the following "problem" with Publisher 2003 (english version). I would
like to have the measurements shown in centimeters. I changed it in
Tools\Options but every time I create a new publication it is changed back to
inches. This means I have to change it every time. Saved publications do keep
the measurement in centimeters.
Is this a bug or should I change this somewhere else?

This is lifted by Publisher from your Regional Settings in Control Panel.
