Info icons do not go away with publishing

We are getting more and more tasks that have the
information icon suggesting we publish new and changed
assignments. The tool tip is "Information for this task
has changed. Select New and Changed Assignments to
update the resources." When we try this Project says
nothing to publish. We also publish All Information
daily. All of our resources are generic. 1) Are things
getting to the database properly, and 2) is there any way
to turn the indicators off?
