InfoPath on a Tablet PC

I installed INFOPATH 2003 on my Tablet PC a couple years ago and am just
trying the ink entry. I do not see the buttons that the help says exist in
ink toolbar. All it has is a pen and eraser. The only time they are enabled
is if I have an inkpicture control. I also installed sp1. I restarted. I
created new template. All with no joy. Please help. It is acting like it
thinks I am not useing a tablet pc.
