"Insert As Shortcut" missing in Outlook 2003

When creating a new message, the option to send a shortcut
is missing (Insert-->Item, under "Insert as."

Is this related to Outlook security settings? Is there a
way to put this back?

What message format are you using (check Tools | Options | Mail Format)? I
believe you need to be using Rich Text Format for the shortcut option to be
available.
