Installation error code 1311

I am trying to install MS Office XP on a new HP Compaq
workstation, and get error code 1311. I have tried using
regedit to delete entries related to MS Office to no
avail. This also happens when trying to install an MS
Office 2000 SBE. AV and spyware programs are not running.
