Based on my research, I found that the following article in our Knowledge

You can copy the entire installation CD to your local hard disk and then try
to reinstall Office. This can also help us to determine whether the
installation CD
is damaged or not.
Additionally, this issue may occur if you use a DVD or CD-RW drive to
install Office 2000 CD2 on your computer. Please refer to the following URL
