Interaction between Client/server

Hi,

I have a LAN with a server and several computer. I want to build an
application wich from the server will start a time counter on a specific
computer and stop it when requested. I guess that I need an activeX control
for the timer, but how access interact with each client (using host name or
IP address) ?
I need only to know what the basics commands.
