interactive button creation in frontpage 2003

after creating an interactive button and saving it only one jpeg is saved and
not three as there should be, there are three button jpegs in C:\Documents
and Settings\BRIAN O'REILLY\Local Settings\Temporary
InternetFiles\FrontPageTempDir
the webpage will not work correctly. what do i need to do to fix this problem?

IB only work and are saved If you open a FP web first (not just a page)
