Interactive MS Office Web Components / Licensing

Hi
We deploy numerous desktops across our enterprise by imaging (Sysprep) We have valid volume licensing for MS Windows XP and MS Office XP on all desktops

Now our office web components do not appear interactive.
We were told that we need to have valid licensing on the client workstations to be able to interact with web components which we do

Can you please suggest where are we going wrong
