Is EPM a good solution for project managing an ecological field consultancy
team of 20 surveyors working on 40 short projects (each between 0.5 to 10
weeks duration) at any one time between them, or is it overkill?

The only worthwhile answer to that question is derived solely from the
business needs you have and what it's worth to meet them. There are a number
of other tools on the market that might suit your needs that are less
powerful than Project Server (as well of course several competing products
that rival Project Server).
